PMTA Joins National Coalition to Combat Cargo Theft

Bipartisan legislation would strengthen law enforcement coordination against organized cargo theft and supply chain crime.

Cargo theft has evolved from an occasional criminal act into a sophisticated, organized threat to the nation's supply chain. According to the American Transportation Research Institute (ATRI), the problem now costs the trucking and logistics industry as much as $18 million per day, making it one of the fastest growing and most costly security challenges facing freight transportation. 

Recognizing the growing risk to carriers, shippers, retailers, and consumers, PMTA recently joined more than 190 businesses and trade associations in signing a coalition letter urging the U.S. Senate to pass the Combating Organized Retail Crime Act (CORCA).

This bipartisan legislation, which passed the U.S. House of Representatives in May, would strengthen federal efforts to investigate and prosecute organized retail crime and cargo theft operations that increasingly operate across state lines. The bill would establish an Organized Retail and Supply Chain Crime Coordination Center to improve information sharing and coordination among federal, state, and local law enforcement agencies as well as private-sector stakeholders.

For the trucking industry, the legislation addresses a problem that continues to grow in both frequency and sophistication. Criminal organizations today are using stolen identities, fraudulent carrier credentials, spoofed communications, and other technology-driven schemes to steal freight before it ever reaches its destination. These organized theft rings often operate across multiple jurisdictions, making investigation and prosecution difficult without stronger federal coordination.

According to ATRI, cargo theft now costs the trucking and logistics industry as much as $6.6 billion annually—or more than $18 million every day. Those losses ultimately ripple throughout the supply chain, driving up insurance costs, increasing security expenses, creating delivery disruptions, and contributing to higher costs for businesses and consumers alike.

Pennsylvania is not immune to these trends.

Cargo theft activity in Pennsylvania has increased significantly as criminals target freight moving through one of the nation's most important logistics corridors. Pennsylvania's extensive interstate network, proximity to major population centers, and concentration of distribution facilities make it an attractive target for organized theft operations. Criminals are increasingly focusing on high-value and easily resold commodities, including electronics, food products, consumer goods, and household items.

The rise in strategic cargo theft schemes is particularly concerning. Rather than stealing trailers from parking lots, criminals are increasingly impersonating legitimate carriers or brokers, using fraudulent credentials to gain possession of freight through deception. These schemes can leave carriers, shippers, and customers facing substantial losses while creating significant disruptions throughout the supply chain.

PMTA supports efforts that provide law enforcement with the tools and resources necessary to combat these increasingly sophisticated criminal networks. While carriers continue investing in security technologies, employee training, cargo tracking, and fraud prevention measures, organized theft operations frequently cross state and regional boundaries, requiring a coordinated national response.

The overwhelming bipartisan support for CORCA in the House demonstrates growing recognition that cargo theft is not merely a trucking issue—it is a supply chain issue that affects businesses, consumers, and the broader economy. PMTA was proud to join the coalition letter supporting Senate passage of the legislation and will continue advocating for policies that protect Pennsylvania carriers, strengthen supply chain security, and ensure freight can move safely and efficiently throughout the Commonwealth and the nation.
