The Pennsylvania Motor Truck Association (PMTA) is proud to announce that Doug Marcello, a shareholder with Saxton & Stump and a member of the PMTA Board of Directors, has been honored with the J.R. "Bob" Halladay Award by the Trucking Associations Executive Council (TAEC).

Marcello received the award during the 2026 TAEC Annual Conference in Steamboat Springs, Colorado, in recognition of his exceptional support of state trucking associations and his leadership in advancing The Fight for Fairness and Safety action plan. His legal expertise, strategic guidance, and unwavering commitment have helped strengthen TAEC's efforts to address lawsuit abuse, improve highway safety, and advocate for meaningful reforms that benefit the trucking industry nationwide.

“I am truly honored and humbled to receive this recognition,” Marcello said. “While my name may be on the award, it reflects the dedication and contributions of the many people I've had the privilege of working alongside over the years, especially the members and staff of TAEC. I've always believed the trucking industry is built by people who show up, work hard, and look out for one another. This industry has given me far more than I could ever repay, and I've simply tried to give back in whatever ways I could.”

We're honored to recognize him with the Halladay Award."

Established in 1990, the J.R. "Bob" Halladay Award recognizes individuals who have made significant contributions in support of the 50 state trucking associations that comprise the American Trucking Associations Federation. The award is presented only when the TAEC region hosting the annual meeting determines that an individual has demonstrated extraordinary service worthy of the honor. This year, that determination was made by the Region 4 states. 

The award is named for J.R. "Bob" Halladay, whose distinguished career in the trucking industry began in 1952 with the Kansas Motor Carriers Association before he joined the American Trucking Associations in 1965. Halladay served in a variety of leadership roles, retiring in 1990 as Senior Vice President of Federation Relations after helping shape the modern partnership between ATA and the state trucking associations.

Marcello represents trucking companies and commercial transportation interests in jurisdictions across the country, handling a wide range of legal matters affecting the industry. Beyond his legal practice, he has been a tireless advocate for highway safety, sound public policy, and the long-term success of the trucking industry. He serves in leadership roles with both the American Trucking Associations and the Pennsylvania Motor Truck Association, where he currently serves as Treasurer of PMTA's Board of Directors. A commercial driver's license holder himself, Marcello also regularly shares his expertise through industry publications, presentations, and educational programs, helping carriers navigate the complex legal and regulatory issues facing trucking today.
